By 2070, the number of pensioners in Ukraine will exceed the number of working-age people – forecast.

Demographic crisis in Ukraine: what analysts say?
According to UN forecasts, if effective measures are not taken, Ukraine's population may shrink to 32 million by 2050. Significant aging of the population is also anticipated: by 2070, the number of people over 60 will exceed the number of working-age population. This will put critical pressure on health care, social support, and pension systems. The information was released by Glavkom, citing the Kyiv School of Economics.
Veterans and their families need to be integrated into Ukrainian society after the end of hostilities. The number of veterans in 2025 could reach 15% of the population, which will require special attention.
Moreover, with the increase in the number of veterans, the number of people with disabilities will also grow, which in 2025 accounted for about 9% of the population. However, only 16% of working-age disabled people are engaged in the labor market, and available vacancies for them are insufficient.
Demographic situation and labor market
Internally displaced persons also need attention: Ukrainian employment centers received only 7% of applications from unemployed IDPs in 2024, indicating the need for improved access to state services. The labor market also experienced pressure: more than half of enterprises had difficulties with personnel selection in 2024.
In response to these challenges, a series of reforms in the fields of social insurance, support for vulnerable groups, including veterans and people with disabilities, as well as updates to labor legislation, are planned for 2025. It is worth noting that by 2100, Ukraine's population may fall to 15.2 million, which will pose serious challenges for the country in the future.
