Expert Oleg Popenko stated that the increase in communal tariffs is not a necessary condition for modernizing infrastructure in Ukraine. He called this concept 'absolutely unfounded' and claims that high tariffs do not save the industry. He provided examples from Switzerland and Poland, where energy costs, even in a country with high salaries, are lower than in Ukraine. Popenko emphasized that the successful development of infrastructure in Eastern Europe depends on large-scale investments, not on raising tariffs. He warned that increasing tariffs will only lead to the impoverishment of the population.
Popenko called for significant external investments in the communal sector for its modernization. He stated the required amount for the restoration of water utilities, heating and communal energy, and housing stock, emphasizing that these funds cannot be gathered through tariffs.
