Ukrainians were explained who among men will not be able to leave the country in March.

From March 1, 2025, Ukrainians who meet certain criteria will be able to leave the country. However, some conscripted individuals will not be able to do so without a military registration document. Among those who will be able to leave the country are citizens who have been removed from military registration due to health reasons, persons with disabilities of various levels, parents of many children, parents of children with disabilities, single parents, relatives of people with disabilities, guardians of incapacitated persons with disabilities, students, and military personnel.
Also, from March 1, representatives of the cultural sector and journalists will not be issued letters of assistance for leaving the country. However, it is expected that following changes to the government resolution, artists and journalists of conscription age will be able to receive a package of supporting documents for leaving the country.
These changes also apply to men who transport humanitarian and medical aid. They must have legal grounds for leaving the country. For example, they may have three or more children or other credible supported grounds. From March 3, men aged 18 to 60 may also be denied exit from Ukraine under certain conditions.
For refusal to cross the border, it is important that the citizen cannot present the necessary document or if it is incomplete. In such cases, border guards may deny entry.
